Is Bush a good... or even mediocre, president? No. But worst ever? No. That's Herbert Hoover.
Or William Henry Harrison, since he wasn't even president for a month. Whatever white male property owners voted for him certainly threw THEIR votes away.
You can't fault a guy for dying early in his term. That's just not fair.
Bush would be a better president had he been bed-ridden and feverish for the whole of his presidency.
Wait, maybe that's the explanation. GWB caught pneumonia at his inauguration and has had an excessive fever ever since.
